Redeveloping brownfields (former industrial or commercial sites with possible environmental issues), rather than building on greenfields (unused rural or suburban land), conserves resources and prevents urban sprawl. Milwaukee's Department of City Development has made brownfield redevelopment a priority in the city, bringing life to blighted areas.

Since 1990, Milwaukee has cleaned up and reutilized more than 64 brownfield sites. The ongoing Menomonee Valley project, a prime example, is an effort to restore business and manufacturing to the center of Milwaukee in a river valley designated as a landfill by the Wisconsin Department of Natural Resources. This partnership, including the City of Milwaukee, Milwaukee County and Menomonee Valley Business Improvement District, aims to revitalize this area with three million feet of new construction in the next ten years, and by creating jobs and improving the low-income neighborhoods that surround the valley.
