In March 2009, the U.S. Department of Housing and Urban Development awarded Riverside City and County with $7.1 million for local housing and service programs—a dramatic increase in funding intended to protect those low-income renters at risk of becoming homeless because their landlords' properties are being foreclosed upon. Those programs receiving the most funding include the city's Homeless Street Outreach Program and Operation Safe House—Main Street Transitional Living.
